RETTIFICA: “Rifondazione Comunista non parteciperà alle prossime elezioni provinciali”
Con il DDL “Delrio” il Governo delle larghe intese Renzi-Alfano ha svuotato di potere e di rappresentanza due importanti istituzioni democratiche quali il Senato e le Province. La definitiva abolizione dei due organi sarà il passo successivo, con la revisione dell’articolo V della Costituzione. Il 12 Ottobre i cittadini della provincia di Latina non voteranno per il rinnovo del Consiglio provinciale come in passato, ma avrà luogo una consultazione “farsa” che coinvolgerà soltanto i consiglieri comunali e i sindaci al fine di eleggere i nuovi organi provinciali. Altrettanto ridotta sarà la cerchia di coloro che potranno candidarsi. I voti espressi non avranno lo stesso valore ma saranno “bilanciati” a seconda delle dimensioni dei comuni di appartenenza, attribuendo un peso maggiore ai rappresentanti dei centri più grandi e ai consensi da essi ricevuti. Un organo elettivo e democratico con importanti funzioni è stato tramutato in un’assise di “nominati” espressione di un ristretto ceto politico, da un Governo mai investito dal voto popolare. Numerosi e importanti sono gli oneri sottratti a tale ente e ceduti a comuni e regioni, salvo l’edilizia scolastica e altre funzioni di mera pianificazione riguardanti trasporti, ambiente e mobilità. I due principali argomenti avanzati dal Governo per giustificare il decreto sono la semplificazione amministrativa e il risparmio. Entrambi cadono ad un’analisi più attenta. Il provvedimento introduce di fatto nuovi organi come le “città metropolitane” e il confine tra le competenze di queste ultime, delle province, delle regioni e dei comuni è in molti casi ambiguo, con il rischio di produrre ulteriori rallentamenti, vuoti amministrativi e conflitti tra enti, soprattutto durante la lunga fase iniziale di transizione prevista. L’argomento del risparmio risulta ancor più debole. Pensiamo che non si possa considerare la Democrazia semplicemente un costo, come altri diritti quali la Salute o l’Istruzione. Di certo comunque questo Governo non è altrettanto attento alla Spending Review quando si tratta ad esempio di incrementare le spese militari di altri 5 miliardi di Euro per il 2014. In ogni caso la Corte dei Conti ha certificato che il presunto risparmio comportato dal Decreto é irrealistico e privo di ogni fondamento. Contro il miliardo di Euro annuo annunciato dal Governo la Corte stima un risparmio di poche decine di milioni e prospetta addirittura il rischio che le spese aumentino a seguito dei costi della riforma e della cessione di competenze ad altri enti quali le regioni. I nuovi amministratori inoltre manterranno rimborsi spese molto generosi, laute ricompense e oneri previdenziali, pur non essendo stati eletti dal popolo e possedendo tutti doppie funzioni. La verità è che le ragioni che ispirano il decreto sono altre. Con esso il Partito Democratico esprime tutta la vocazione eversiva della borghesia italiana e della Troika europea che intendono comprimere al minimo la partecipazione dei cittadini e il delicato sistema costituzionale di controlli e contrappesi, per favorire la rapida affermazione delle politiche di “macelleria sociale” e smantellamento dei diritti del lavoro che ha già avuto inizio.
Tutto mentre Berlusconi e Forza Italia già assicurano la massima collaborazione per le nuove controriforme annunciate, quali la revisione dello Statuto dei Lavoratori e la completa abolizione dell’articolo 18.
Per queste ragioni la Federazione di Latina del Partito della Rifondazione Comunista e i suoi rappresentanti non parteciperanno a questa consultazione farsesca che si denota come un esproprio di Democrazia ai danni delle classi popolari e continuerà a promuovere iniziative di sensibilizzazione e di lotta contro questo scempio. Invitiamo le altre forze politiche a fare altrettanto, dimostrando nei fatti e non solo a parole la propria contrarietà.
La nostra scelta è inoltre coerente con la linea politica assunta da “L’Altra Europa con Tsipras” in occasione delle scorse elezioni europee, quando la lista si presentò agli elettori rifiutando ipotesi di accordi con il Partito Democratico, responsabile di questa legge truffa, e quale suo avversario.
LA DEMOCRAZIA NON SI BARATTA!
