In questi giorni in cui nani e ballerine hanno lasciato il posto a centurioni e facce di porco, due atti di notevole importanza del governo Monti, tanto amato da Casini, sono passati in secondo piano.
Il disegno di legge in materia di valorizzazione delle aree agricole e di contenimento del consumo del suolo, altrimenti riconosciuto come “Salva suolo”, approvato in via preliminare dal Cdm e l’impugnazione davanti alla Corte costituzionale del piano casa della regione Lazio, perché “contiene alcune disposizioni in contrasto con le norme statali in materia di tutela del paesaggio e in materia di governo del territorio”.
Atti provenienti dalla stessa area ideologica dell’UDC, che danno la cifra del punto morto in cui è giunta l’urbanistica nel nostro paese e di quanto distante si trovi la politica dei Forte e dei Ciocchetti dalla linea tanto cara al loro presidente.
I provvedimenti in questione infatti derivano dalla amara constatazione dai tremendi danni, provocati dalla cementificazione dissennata, causati all’attività agricola ed agli equilibri idrogeologici, senza produrre i tanto sospirati benefici economici promessi da B, prima, e da Ciocchetti, poi.
Rilevante il danno prodotto all’agricoltura, che impedisce al paese di soddisfare il fabbisogno alimentare nazionale ed aumenta la dipendenza dall’estero. Rischi tutti denunciati in questi anni, per lungo tempo ignorati, oggi certificati dagli atti di questo governo da molti – non da noi – giudicato “tecnico”.
I dati della voracità del capitale – che in questi ultimi anni ha inteso trasferire la redditività dei suoi investimenti dall’industria al mercato immobiliare – sono impressionanti: in Italia ogni giorno si cementificano 100 ettari di superficie libera. Dal 1956 al 2012 il territorio nazionale edificato è aumentato del 166%. In 40 anni è stata cementificata un’area pari a Lombardia, Liguria ed Emilia Romagna passando da 18 a 13 milioni di ettari di superficie agricola.
Di fronte a questo fenomeno il “piano casa”, voluto da Ciocchetti e Polverini, da molti è stato visto fin da subito come un pericolo, soprattutto per la “deregulation” in termini di pianificazione, che non riguardava i soli centri urbani, ma si estendeva anche alle aree protette grazie alla possibilità di cancellare i vincoli paesaggistici e in teoria di procedere alla cementificazione dell’intero litorale laziale, permettendo anche la costruzione a raffica di nuovi porti.
Al contrario dei piani degli “squali della cazzuola”, il governo intende garantire uno sviluppo equilibrato dell’assetto territoriale e una ripartizione calibrata tra zone suscettibili di utilizzazione agricola e zone edificate. Su tale presupposto si intende “INCENTIVARE IL RECUPERO DEL PATRIMONIO EDILIZIO RURALE PER FAVORIRE L’ATTIVITÀ DI MANUTENZIONE, RISTRUTTURAZIONE E RESTAURO DEGLI EDIFICI ESISTENTI”; si abrogano le norme che consentono di distogliere i contributi di costruzione (ed una percentuale dei proventi delle concessioni edilizie e delle sanzioni previste dal Testo Unico in materia edilizia) per finanziare le spese correnti dell’ente locale.
Non c’è che dire, un bel segnale di STOP, per quanti intendevano fare dei favori alla speculazione edilizia la propria fortuna elettorale, definendo in questi tempi post-moderni la concezione integralistica e feudale della proprietà, ancora oggi prevalentemente considerata “jus utendi atque abutendi” contro le esigenze di uno sviluppo, collettivo e sostenibile, delle diverse esigenze espresse dal territorio, che necessariamente devono essere tutte comprese nella pianificazione territoriale di cui il PRG rappresenta la sintesi e l’impulso.
Sicuramente il sindaco, fautore della pedemontana, del porto turistico, dell’edificazione sul monte di Mola, del cimitero degli Archi, della funivia nel Parco De Curtis, dove non ha disdegnato di imbrogliare le carte per farci entrare i camper, sarà dispiaciuto di questa sonora bocciatura arrivata dai suoi maggiori pigmalioni e dalla storia. Purtroppo per lui, noi non potremo che ricordarglielo ogni volta che intenterà presentarci i piani edificatori dei suoi amici come il “non plus ultra” della modernità e la salvezza del popolo, che da gente del genere ha tutto da temere e nulla da guadagnare.
