Frane, facciamo in fretta prima che succeda l’irreparabile
Ad inizio febbraio l’ISTAT, raccogliendo i dati rilevati dagli enti preposti (Ingv, Ispra e ministero dei Beni Culturali), ha pubblicato le mappe interattive del rischio sismico, vulcanico ed idrogeologico (frane e alluvioni) dei comuni della provincia. La consultazione su Formia evidenzia come il livello del rischio di frane sia allarmante.
Secondo la valutazione ISPRA, su circa 38mila abitanti di popolazione, 3738 risiedono in aree a rischio frana. Il 10% della popolazione formiana è a rischio; un dato rilevante se si considera che gli abitanti esposti al rischio di alluvione sono 933 residenti. Dunque se fossimo nei panni di chi amministra non dormiremmo sonni tranquilli, visto che con questi livelli di pericolosità si rischia la strage in ogni momento della giornata, soprattutto quando le condizioni atmosferiche sono avverse.
Il governo gialloverde, nel tentativo di stimolare un’economia anemica e ben al di sotto delle previsioni dello scorso autunno, ha elaborato il piano “Proteggi Italia“, presentato a Palazzo Chigi dal premier Giuseppe Conte con i ministri dell’Ambiente, delle Politiche agricole e del Sud. Il piano prevede ben undici miliardi di euro nel triennio 2019-2021 (3 miliardi solo quest’anno) destinati ad interventi contro il dissesto idrogeologico. Altri 3 miliardi di euro nel triennio per l’emergenza delle 17 regioni colpite dal maltempo nell’autunno scorso. E ancora, 2,3 miliardi per l’agricoltura contro il degrado del territorio, e 1,6 miliardi di fondi europei.
Per garantire l’attuazione del piano il premier Conte, ha garantito che entro fine aprile la cabina di regia messa in piedi con il decreto “Strategia Italia” presenterà al CIPE i progetti urgenti e immediatamente cantierabili proposti dalle amministrazioni competenti.
Il governo sembra intenzionato a fare sul serio se il premier Conte ha annunciato che nelle settimane e mesi a venire andrà cantiere su cantiere con il ministro Toninelli”, per riunire tutti gli stakeholders ed individuare, Presidente e ministro, le ragioni del perché i cantieri non procedono celermente.
Rebus sic stantibus i nostri amministratori – se è vero ciò che dicono e cioè che hanno a cuore le sorti del nostro territorio e degli abitanti che lo popolano – dovrebbero attivarsi immediatamente, perché una parte di quegli undici miliardi di euro siano spesi per mettere in sicurezza il nostro territorio ed i suoi 3.738 abitanti a rischio, ponendo così rimedio con una politica seria ad anni durante i quali si è favorita la cementificazione selvaggia, delle zone collinari e marittime.
Ovviamente gli annunci non bastano! Occorrono i fatti.
Il primo potrebbe essere l’adozione da parte del consiglio comunale della variante al Piano Regolatore Generale (PRG), magari in una revisione completamente aggiornata che tenga conto dei rischi e delle esigenze della popolazione.
Rifondazione Comunista lo ha ripetuto più volte che così come sta scritto non va assolutamente bene. Perché non da risposte ai bisogni reali delle persone. Perché alimenta la speculazione e il furto ai danni della collettività. Basti pensare alla discutibile giustificazione dell’incremento di popolazione (o meglio di metri cubi di nuove costruzioni) in un territorio segnato da un evidente calo demografico.
Dal 1995 la nostra posizione sul Piano Regolatore Generale non cambia. Nel primo della serie di documenti sul tema fu scritto «non vogliamo una città solo “paradiso” di chi ha un reddito di cinque milioni al mese, ma una città dove strutturalmente possano vivere tutti; con un indirizzo politico ed economico che vada verso una ridistribuzione della ricchezza; una città che garantisca una vita dignitosa a tutti, anche e soprattutto dal punto di vista economico». Dopo oltre vent’anni chiediamo la stessa cosa, laddove il senso di una vita dignitosa è da intendersi anche al sicuro dai rischi che un clima in forte cambiamento – a causa anche dello sfruttamento capitalistico – rende sempre più alti.
