NO ALLA SECESSIONE DEI RICCHI – Campagna contro l’autonomia differenziata regionale
Rifondazione Comunista è contro l’Autonomia Differenziata chiesta dal Veneto, dalla Lombardia e dall’Emilia Romagna.
Il governo Lega-M5S, con l’aiuto di parte del PD, vuole demolire la democrazia costituzionale con una secessione mascherata.
Questa riforma, se approvata, costituirà infatti una mutazione definitiva della nostra architettura istituzionale.
L’autonomia gialloverde prevede il trasferimento di competenze legislative e soprattutto di risorse dallo Stato alle Regioni (per Veneto e Lombardia 23 materie, dalla scuola alla protezione civile; 15 materie per regione Emilia).
Il Veneto chiede che le risorse finanziarie siano proporzionate e calcolate in base al gettito fiscale della Regione. Ciò significa che le regioni più ricche avranno più soldi dallo Stato centrale. Se si afferma questo principio di calcolo i 9/10 del gettito fiscale resterà al nord ed al resto del paese resterà solo un decimo.
Il primo atto politico dell’autonomia differenziata è stato firmato dal governo Gentiloni il 28 Febbraio 2018, quattro giorni prima delle elezioni politiche, con un pre – accordo con Veneto, Lombardia ed Emilia Romagna.
Oggi il governo in carica, per mezzo della ministra degli Affari Regionali e delle Autonomie Erika Stefani – alla faccia della diversità dal PD – continua a portare avanti l’“autonomia differenziata”, delineando il disegno di legge sull’autonomia del Veneto.
Non deve sfuggire a tutt* noi l’importanza di una campagna nazionale per bloccare un processo, che porterebbe alla distruzione dell’impianto costituzionale di garanzia dei diritti universali del cittadino, creando invece cittadini di serie A e di serie B. Indegno!
Il percorso avviato dal Governo si avvale della sciagurata modifica del Titolo V della Costituzione, e sfrutta un vuoto normativo denunciato più volte dalla Corte costituzionale dal 2001.
Nessun governo ha infatti definito i LEP, i livelli essenziali delle prestazioni sociali e civili da garantire in misura omogenea a tutti i cittadini italiani, ovunque residenti. Livelli necessari per assicurare a tutt* le/i cittadin* (dalla Sicilia al Friuli) la stessa qualità e quantità di servizi garantiti dalla Costituzione.
A questi si aggiungono anche i LEA – livelli essenziali di assistenza –che stabiliscono le prestazioni e i servizi che il SSN è tenuto a fornire a tutt* i/le cittadin*, gratuitamente o con una quota di partecipazione (ticket) in ogni regione, senza distinzione tra Nord, Centro e Sud.
E’ evidente che gli effetti negativi ricadrebbero sulle regioni del Sud e sugli abitanti non ricchi di tutt’ Italia con la progressiva privatizzazione dei servizi.
In soldoni ciò significherà che le risorse nazionali per i fabbisogni standard, calcolate sul PIL regionale, dimensioneranno i finanziamenti dei servizi delle regioni e quindi i diritti di cittadinanza, istruzione e salute etc, saranno diversi da regione in regione. Ovviamente maggiori dove il reddito è più alto.
Il federalismo differenziato offende la concezione costituzionale della solidarietà e della coesione, della cittadinanza uguale per tutte/i dunque l’unità giuridica ed economica del paese; aprendo con più forza una nuova “questione meridionale” con un Mezzogiorno condannato ad essere privo di cittadinanza, dove maggiore sarà la desertificazione degli investimenti e di più debole l’economia.
Blocchiamo tutto questo, costruiamo un’opposizione e di una lotta politica e sociale in difesa dell’universalità dei diritti e di coesione e solidarietà nazionale.
