Votiamo NO al referendum costituzionale del 20 e 21 settembre 2020
Il 20 e 21 settembre 2020 verremo chiamati a votare per il referendum costituzionale avente ad oggetto la conferma o meno della legge costituzionale, approvata dalla maggioranza parlamentare Ciquestelle-Lega, riguardante la drastica riduzione del numero dei parlamentari dai 945 attuali a 600 (al netto dei senatori a vita). Tale riforma è oltretutto stata approvata senza prevedere riforme riguardanti la differenziazione di funzioni tra Camera e Senato, la composizione delle commissioni parlamentari e soprattutto la legge elettorale.
Demagogia populista diffusa a piene mani, soprattutto dal M5S, con la meschina motivazione di risparmi di spesa (peraltro modestissimi), che in realtà non giustificano una tale menomazione dell’organo legislativo, e che potrebbero essere ottenuti anche riducendo di circa un terzo i lauti compensi destinati a ciascun parlamentare.
Tale referendum, in realtà, non fa altro che sferrare un nuovo attacco alla centralità del parlamento nel sistema repubblicano italiano, già messa a repentaglio tanto dalla cosiddetta “autonomia regionale differenziata” (la “secessione dei ricchi” invocata dalle regioni settentrionali) quanto dalle continue pulsioni presidenzialiste, storicamente radicate nella destra, ma ora sempre più presenti anche nel centrosinistra.
A tutto ciò si aggiunge una legge elettorale che non permette ai cittadini di esprimere preferenze e che esclude sistematicamente milioni di elettori dalla rappresentanza per via del sistema maggioritario con soglie di sbarramento, caratteristiche tali da corroborare la tesi di una “democrazia a numero chiuso”, che in realtà altro non è che una “dittatura della maggioranza”, per dirla con Alexis de Tocqueville.
In questo modo, le istanze critiche e minoritarie vengono sempre più marginalizzate ed escluse dai percorsi istituzionali e della rappresentanza. La riduzione dei parlamentari si tradurrà in un organo legislativo controllato saldamente da tre o quattro partiti in grado di fare il bello e il cattivo tempo. La riforma del parlamento in fieri, inoltre, si inserisce in un quadro più ampio di smantellamento della Costituzione repubblicana nata dalla Resistenza e dalla vittoria sul nazifascismo, e dei diritti da essa evocati.
Trattandosi di un referendum costituzionale, non è previsto il raggiungimento del quorum per la sua validità, fatto che rende necessaria una forte partecipazione da parte della cittadinanza che non vuole perdere quella sovranità che gli viene assegnata dal primo articolo della nostra Costituzione. D’altronde, se vincesse il SÌ, l’Italia scenderebbe all’ultimo posto dei ventisette Stati membri dell’Unione Europea nel rapporto fra parlamentari e abitanti.
Una vittoria del NO, invece, può fermare questo disegno, bloccando il primo passo verso il progetto di completa riduzione del Parlamento da cardine della democrazia a strumento in mano ai potentati che fanno e disfano i governi, cioè ai maestri della cattiva politica, quella stessa “casta” che i Cinquestelle hanno per anni raccontato di voler combattere, ma della quale ora fanno parte integrante.
Se l’obiettivo è invece quello di combattere la cattiva politica, la soluzione non è da ricercarsi nel numero dei parlamentari, ma piuttosto nell’elezione degli stessi per mezzo di leggi elettorali incostituzionali, viziate dalla logica maggioritaria che mortifica la rappresentanza della effettiva volontà popolare, e che impediscono ai cittadini di scegliere i candidati, che vengono così nominati dalle segreterie dei partiti.
